A new power supply contract was signed in August 2025 with Constellation NewEnergy (Constellation), the current supplier for the Penfield Community Choice Aggregation (CCA). Penfield CCA will largely remain the same, with the exceptions of pricing and program term. Product option prices will remain fixed (prices will not change) for the duration of this 24-month term, in contrast to RG&E’s rates which change monthly. The program will still feature automatic enrollment for eligible residential and small commercial account holders with the ability to opt out, or leave the program, at any time without penalty, and still receive a single bill from RG&E. With Penfield CCA, our town is providing budget stability while deepening our commitment to local renewable energy, our community, and our planet. We hope you’ll be a part of it!
Penfield CCA will feature:
- Automatic enrollment with 30-day opt-out (no penalties or fees)
- Penfield Green (default product): includes 50% renewable electricity – 9.82 ¢/kilowatt-hour (kWh)
Penfield 100 (opt-up product): includes 100% local renewable electricity – 10.293 ¢/kWh - Ability to opt up, opt down, or opt out at any time (no penalties or fees)
- Fixed supply prices vs. RG&E supply rates which change monthly
- Single bill from RG&E
- RG&E will continue to respond to any outage or repair issues

The town of Penfield is pleased to announce the renewal of the Penfield CCA, a community choice aggregation (CCA) program designed to provide competitive choice, long-term rate stability and more renewable energy options for participating residential and commercial consumers by providing a fixed electricity supply rate, such that the supply rate will not change during the course of the term.

Penfield CCA is a town-authorized community choice aggregation program operated by the town of Penfield and the CCA Administer, Good Energy. With Penfield CCA, your utility continues to deliver your energy and manage your billing. The only change is the source and cost of your energy supply which was chosen by the town of Penfield through a competitive bidding process.

What is Community Choice Aggregation?
Penfield CCA pools the buying power of our residents and businesses into a large buying group, using that purchasing power to solicit electricity supply at bulk pricing.
By default, your utility provides the standard energy supply. With Penfield CCA, the energy supply will instead, be chosen by Penfield. Rochester Gas & Electric will continue to deliver the energy that, as a town, we select. RG&E will also continue to respond to power outages and manage all billing.
What are the goals of Penfield CCA?
Competitively Bid Pricing
Penfield CCA seeks to procure energy supply contracts when the market is favorable. Combined with the bulk-buying power of thousands of households and businesses in the Town, Penfield CCA aims to provide competitively bid choice for customers while including more renewable energy content into the two program options .
Price Stability
Penfield CCA secures a fixed price for the supply of energy over the contract term. In contrast, utility rates in New York change every month for residential and small commercial customers.
Local Renewable Energy
Penfield CCA aspires to help support the growth of renewable energy in our region. In that effort, you may opt up to Penfield 100, the renewable energy product option that contains 100% renewable energy. Click here to learn more or to opt up.
